Unfortunately, I didn't have a chance to dine at De Tai Tong Cafe despite visiting twice. My first visit to De Tai Tong Cafe was after dinner with relatives, and we just stopped by here to buy a lantern for my baby niece. My second visit was on a Monday, and De Tai Tong Cafe was closed for cleaning works that Monday.
Fortunately, we did get to speak with the Boss of De Tai Tong Cafe, who was overseeing the cleaning works. According to him, the 2 best times of the year to visit De Tai Tong Cafe is just before the Chinese New Year in January, and just before the Mid Autumn Festival in August. These 2 times of the year, De Tai Tong Cafe will be beautifully decorated, as it was during our visit in August 2012.
During the Mid Autumn Festival, De Tai Tong Cafe sells traditional candle lanterns, with designs inspired by classic chinese mythology, to modern day cartoon and game characters. The lanterns are beautifully displayed all around De Tai Tong Cafe, hanging from the ceiling, some low enough that you actually have to duck around them.
I've heard that De Tai Tong Cafe is one of the better Dim Sum restaurants in Penang. The place was packed during my first visit, and I noticed they have quite a large range of Dim Sum. Servers will come around with carts, and you pick the Dim Sum you want. The Boss also mentioned they sell simple Zi Char dishes like fried noodles.

Update Aug-2015: Since my last visit, De Tai Tong Cafe has undergone a rebranding, and they are now called Tai Tong Restoran. The location, ambience, service, and food from before remains the same, although Tai Tong Restoran has expanded their menu to include even more Chinese Zi Char dishes.
Finally managed to dine at Tai Tong Restoran, and overall, I find the food to be decent, quite good in taste and texture, with the Zi Char dishes being more tasty than the Dim Sum dishes. Worth visiting if you're in George Town, especially at dinner time, since they open till late!
